The Swagman Semi bike rack # S64698 just might work with your Giant Simple with fenders and rear basket. Based on the pictures I have seen of this bike the front fender appears to end right about at the top of the tire. If that is true then the hook will be able to safely hold the bike at the tire. The rear wheel will not be an issue.

Another option you might like is the Saris Freedom # SA4412B. The center mast on this rack has cradles that can be moved vertically and that rotate so they can grip the frame of a woman's bike frame style. And since the wheels secure in cradles at the bottoms of the wheels the fenders/basket will not be a factor. I have linked a video review of this bike rack for you.
