Trunk Mount Bike Rack, Trailer Hitch, and Hitch Bike Rack Recommendations for a 2016 Toyota RAV4

RAV 4 Bike Rack non hitch I have a 2016 Rav 4 with the overhanging plastic spoiler in the back..is that strong enough to support a trunk rack that hooks over the spoiler?

You do not want to put any stress or weight on that spoiler at the back of your 2016 Toyota RAV4. I definitely recommend a hitch.
To carry 4 bikes, I recommend trailer hitch # e98864. Then you could use a 4-bike rack such as the Hitching Post Pro # TH934XTR or the budget-friendly Curt # C18030. A hitch mount bike rack also keeps the bikes and the rack off of the vehicle unlike a trunk mount rack. I have linked some videos of the bike racks and hitch for you.
If you will be carrying any bikes that do not have a top frame bar that goes straight across (like a typical men's bike would) then I recommend using bike adapter bar # 64005. This will allow you to carry those bikes more level and will provide better ground clearance. I have linked a video showing how the adapter works.
