For your tandem axle drum-brake-equipped boat trailer you can use either a 1000- or 1200-lb rated electric-over-hydraulic actuator like the HydraStar # HS381-8065. In cases where the trailer is really long, then larger diameter brake lines may be required. But for your application with a tandem trailer for a 24-foot boat you will be fine with this EOH actuator.
