I spoke with my contact at Tekonsha about the problem you are having with the Prodigy RF Brake Controller, # TK94FR. He has run into this issue before and there is a possible solution. Since 2007 GM still provided the necessary wiring for brake controllers on tow packages but they did not always make the connections complete in many cases.
The end result is that under the hood, you will have to make some connections to make the tow package functional. There are two connections that need to be made. The wires should be red/black with ring terminals on the end. Remove the cover from the fuse box. On the right side of the box, driver side, you will find the brake control power wire. On the other side of the box, below the master cylinder you will find the 7-Way battery charge wire.
Each of these wires has a different size ring terminal that will fit one of the studs at the front of the fuse box. You will also need Zinc Plated Hex Flange Nut - M6, # 185916 and Zinc Plated Hex Flange Nut - M8, # 185917 to secure the terminals to the studs.
I have included an FAQ article with some images that show where the wires are and where they need to be connected. With the connections made, you should be able to pair the hand held part with the rest of the unit.
