A small bulb like the 921 type you referenced, part # VA0415-00, is a friction fit in its socket. The bulb is removed by grasping and pulling it straight out. In your case since the bulb is broken you'll need to be careful to avoid cuts and you may need something other than your fingers to get at the remaining parts of the bulb.
There are pliers available that have cushioned jaws to allow gripping brittle items, but if you do not have such a tool handy you can use a piece of cloth between the glass and the pliers' jaws to prevent further breakage of the glass. Alternatively, depending on the design of the light, you may be able to get a small screwdriver or similar tool under the bulb's base to push it out of the socket from below.
One the broken bulb is completely removed you can simply push the new bulb into the socket after applying dielectric grease like # LT37534 to protect its contacts from corrosion.
