can the 21inch tall be cut down if needed to fit boat?

If you wanted to cut the top of the metal tubes of the CE Smith Guide-Ons # CE27600 down and then re-drill lower holes in the tubes to allow the bunks to reattach you could.
Another option would be to install the bracket to the trailer frame with the post below the frame instead of above. That would lower the setup by the same distance as the height of the trailer frame.
