As long as your Mini Cooper S convertible doesn't have the aerodynamic package, sport suspension or the John Cooper Works, the Roadmaster # 521879-1A would be the correct base plate. The Falcon 2 tow bar, part # RM-520 would indeed be compatible with the # 521879-1A.
To finish your flat towing set-up, you'll need some other items, like safety cables, a wiring solution, a supplemental braking system and possibly a high/low adapter to keep the tow bar within 3 inches +/- of level.
For a safety cable, go with the Roadmaster # RM-643. For wiring, I'd recommend the Roadmaster Diode Kit, part # RM-15247.
The supplemental braking system I recommend is the Stay-IN-Play DUO, part # SM99251. It does take more to install than some other systems but after that it's a easy as can be to use. When you're ready to tow your Mini you just have to turn the DUO on with a switch. Then when you want to drive the Mini use the same switch to turn it off and you're good to go. Nothing needs to be removed from the car.
When the tow bar is installed, you'll want the tow bar to be within 3 inches of level. The base plates will be 16-1/2 inches off the ground when installed, so depending on your hitch height you might need a high-low adapter. You'll need to determine the height difference between the hitch on your RV and 16-1/2 inches and then choose the proper high-low adapter to place the tow bar within 3 inches of level. I'll link you to our selection of high-low adapters.
