what do i need for a 2003 chevy silverado under bed brackets to mount base rails?

Since you have a set of Reese fifth wheel rails already all you need is a bracket kit and then the hardware kit to attach the brackets to the rails.
For the brackets you would want the part # RP50064. I also recommend additional hardware package # RP58430 to attach the rails to the brackets. The original hardware is meant to be installed just once.
The Reese rails you have are compatible with the RBW hitch you have as long as it is the Lil Rocker.
