Tongue Weight Capacity of Curt # C17057 Round Bar Weight Distribution System

the capacity on the hitch is 1000/10000 to 1400/14000. Both hitches look alike. what makes the capacity difference?

The spring bars used in weight distribution systems will work over a range of tongue weights.
The Curt # C17057 round bar weight distribution system has a maximum capacity of 14,000 gross trailer weight/1400 lbs tongue weight. That's the maximum, but the system is effective on trailers with tongue weights ranging from 1000 to 1400 lbs. In order to choose the correct system, you'll need to find the fully loaded and ready to tow tongue weight of your trailer. You'll also need to include the weight of anything stowed behind the rear axle of the tow vehicle as tongue weight.
If your trailer's ready to go tongue weight combined with the weight of anything stowed behind the rear axle of the tow vehicle falls into that range of tongue weights, the Curt # C17057 would be a fine choice. The w/d hitch includes the shank, but the 2-5/16 inch trailer ball is sold separately as part # C40030.
In your question, you used the term 'both hitches'. I'm not sure what other hitch you're referring to.
