will the cargo rack fit on the factory roof rack ?

From the picture you sent in it doesn't look like your 2007 Toyota Tacoma has crossbars that run from side to side. For a set of crossbars designed to fit your raised side rails you would want the Thule rack consisting of Evo Raised Rail Feet # TH710401, 53" WingBar Evo Crossbars # TH711420, as well as locks # TH450400
Once that is installed the Thule Canyon XT Roof Mounted Basket part # TH859XT that you referenced would fit and work well.
