Can a 4-Way Flat Trailer Connector Plug Into and Work with a 5-Way Flat Connector

Yes, you can plug a 4-Way flat connector, such as the one on LED hitch cover # FHG72VR, into a 5-Way flat connector. The 5th function is not used by items that have a 4-Way connector but pin positions and functions of the other pins are the same between a 5- and 4-Way.
