is the steel version part number the same with out the A on the end? I assume the only difference is the weight and the resistance to rusting, correct?

You are correct. The difference between part # TLF2014 and part # TLF2014A is the constructions.

The # TLF2014 is constructed of powder-coated steel and includes the hardware.

Part # TLF2014A is made of aircraft-grade aluminum and has a powder-coated finish as well. This kit also includes the hardware and the finishing kit, part # TLA7009. The finishing kit has foam blocks to insert in the brackets to keep dirt out and rubber caps for the front receivers.

Both tie-down sets have a limited lifetime warranty and are made in the USA.
