Will Erickson Truck Bed Ladder Rack EM07705 Install Over Plastic Rail Caps on 1999 Ford F-150
Question:
I am a cable field tech using a 1999 Ford F-150, 8ft bed, with a spray bed liner and 1/4in plastic on the side rails of the bed. I carry a 28ft extension ladder with j-hooks that I have to take off the rack 4-8 times a day. Also I have a deep tool box. Will this product mount on my truck and take the daily usage of taking the ladder on/off?

Erickson's Truck Bed Ladder Rack # EM07705 has an 800-lb load rating so a 24-foot extension ladder (about 55 to 65-lbs typically) will be no issue at all.
It sounds like you have 1/4-inch plastic rail caps on your 1999 F-150. These should not pose any problem for installing this rack system. We often see folks using racks like this installed over rail caps.
