Safe and legal flat towing requires a number of components including a tow bar, safety cables, a wiring/lighting kit, a high/low adapter, and on the toad both base plates and a braking system. The linked article covers each of these in detail and explains the available options.
Let's start with base plates for the Wrangler. You can use the linked page to select your vehicle style from the drop-down menu to then see compatible base plates. If you have the standard factory bumper I recommend Blue Ox kit # BX1126; this requires some drilling and trimming for installation. For a tow bar I suggest the Blue Ox Alpha # BX7380 because it includes the safety cables.
For wiring use Hopkins custom kit # HM56200 or a magnetic light kit like # TL21RK for an easy plug-in install. For braking use the wireless and portable Blue Ox Patriot # BLU37TR along with power outlet kit # RM-9332.
A tow bar should be no more than 3-inches above or below level so use a high/low hitch adapter like # RM-076 or one of the others shown on the linked page to maintain the tow bar close to level.
