To flat tow your 2004 Jeep Wrangler Unlimited with your 1998 Dodge Ram 2500 Pickup, you will need a base plate kit, tow bar, safety chains, supplemental braking system, and towed vehicle lighting.
The base plate I recommend for you is the Roadmaster EZ4 Base Plate Kit with Removable Arms # RM-521424-4. With the removable arms, this kit will help maintain the look of your 2004 Wrangler when you are not flat towing. I have attached the installation instructions for you. Keep in mind that these base plates are designed to fit to factory double tube bumpers, not aftermarket bumpers. These base plates also will not fit right-hand-drive models or vehicles with front leaf springs.
The tow bar I recommend is the Roadmaster Falcon Tow Bar # RM-520. This tow bar will mount inside the trailer hitch on your Dodge Ram 2500. The telescoping arms make hooking up to your Wrangler easy, even on uneven ground. Once you've reached your destination, the Falcon tow bar will store on your pickup, rather than on the Wrangler. I have attached a review video of this tow bar on a similar Wrangler.
For safety cables, I recommend using the Roadmaster 68 Inch Single Hook, Coiled Safety Cables # RM-643. These safety cables have heavy-duty, drop-forged steel hooks and are constructed from aircraft-type, galvanized steel to offer superior strength. I have attached a review video of these cables.
Almost all states require towed vehicles to have a supplemental braking system. I recommend the Blue Ox Patriot Portable Braking System # BLU37TR. This system requires no permanent installation in your Wrangler, and can be easily removed when you are finished flat towing. This system will apply the brakes in your Wrangler proportionally to those in your Dodge Ram.
The towed vehicle lighting I recommend for your Wrangler is the Roadmaster # RM-2120.
Other components you may need are a wiring extension and a high-low adapter. A wiring extension is used to connect the lights on the Wrangler to the trailer connector at the back of your pickup. High-low adapters allow the tow bar to be level while flat towing. I have linked the product pages for our tow bar wiring extensions and high-low adapters for you.
I have linked some help articles on flat towing and flat tow wiring for you as well.
