I was unable to find the specs for your 2008 Cargo Express trailer. The best way to make sure you get a comparable replacement leaf spring for your trailer is to take a couple measurements of the spring you have installed on it.
The # PR4B leaf spring you referenced is designed for 3,500 lb axles and has a distance of 25-1/4 inches eye-to-eye. I have attached a drawing of the # e54sr with the dimensions noted you can check out.
I do recommend replacing both sides of the trailer so that you have a level trailer and a balanced load.
