I have a similar solution for you, but the part number you referenced is for newer model Ford vehicles than yours.
Instead you would want the part # EP59YR for the programmer and it comes with a mount to attach to your dash instead of the dash pod. This setup will give your 1999 Ford F-250 with a 5.4 liter engine up to 35 horsepower and 50 ft lbs of torque.
