Trailer Hitch and Bike Rack Recommendation for 2016 Wildcat 5th Wheel Trailer
Question:
I would like to add a hitch to the rear of the 2016 wildcat 29rlx fifth wheel rv for adding a four place bike rack. The 4inch square tube bumper is welded to short lengths of 2x4 square tube that is in turn welded to the bottom of the I beam frame. Im assuming the adjustable type would be mounted to the 2x4 square tubes? Or do you recommend something else?

Adjustable width RV trailer hitches, like the Curt # C13701 that you referenced, are designed to be installed on the trailer frame. This hitch can either be bolted to the frame or welded, for a no-drill application. I cannot recommend that it be installed on the bumper supports.
For the # C13701 hitch, you will want to ensure that your trailer's frame measures between 18 inches - 51 inches. I have attached the installation instructions for this hitch for you.
RV hitches are also available that will mount on the 4 inch square channel bumper. For a bumper-mount hitch to carry a bike rack, the Curt # E-100 is a great option and my recommendation. It will bolt around the 4 inch x 4 inch square bumper and will work great to carry a bike rack. The # E-100 offers 3,500 pounds towing capacity with a 350 pound tongue weight. I have also attached the instructions and installation review video for this hitch.
If you need a RV approved 4-bike rack, I recommend the Swagman Trailhead 4-Bike Rack # S63381. This rack features anti-sway cradles to help secure the bikes to the rack at 3 points to help limit movement of the bikes during travel. I have attached a review video of this rack for you.
