If you are talking about the Equal-I-Zer brand then yes, they do work on trailers with surge brakes. If you mean can weight distribution in general be used then it depends on the system. Boat trailers often require an additional part because they have a straight pole tongue instead of an A-Frame. So with this type of trailer a pole tongue adapter would be needed. Also I recommend contacting the trailer manufacturer if the trailer is aluminum to make sure the trailer can be used with weight distribution.
If you have an Equal-I-Zer system then the pole tongue adapter you need is # EQ95-01-5950.
If you do not already have a weight distribution system then there are some things I need to know to recommend the right one.
To choose a weight distribution system you will need to go by the total tongue weight of the set up. This is calculated by taking the tongue weight of the trailer, when loaded and ready to tow, and adding to that the weight of anything loaded behind the rear axle of the tow vehicle. Once I know the total tongue weight I can make a more specific recommendation.
I have included some links on weight distribution and determining tongue weight for you.
