Can the Balls on the Adjustable Ball Mount, # DTALBM6600 Be Removed and Does it Screw Into Place

When locking the height of the ball does that also lock the balls in so no one can unscrew the bottom ball?

I went out to the warehouse and pulled a Self-Locking Adjustable Aluminum Ball Mount, # DTALBM6600. The balls are locked into position whether or not the unit is locked and they cannot be removed easily. They do not simply screw into place. They are held in place by an internal pin that is not accessible from the outside.
