Roof Bike Rack Recommendation for a 2011 Toyota RAV4 with Factory Roof Rack
Question:
I have a 2011 Toyota RAV4 Sport which does not come with the rear mounted tire rack. Other than a hitch, any suggestions?

Looks like you have a set of factory crossbars on the roof of your 2011 Toyota RAV4. A roof rack mounted bike rack option would be a great idea since you said you didn't want to go the hitch route.
For a bike rack that is confirmed to fit that attaches to the forks of your bike you would want the Yakima ForkLift part # Y02098. For a bike rack that attaches to the front wheel instead you would want the FrontLoader part # Y02103.
I attached review videos for both racks on a similar RAV4 as yours.
