Can a Winnebago Volkswagen Rialta be equipped with a class IV hitch receiver and carry a 500 pound weight? that being a 350lb power wheel chair and a 150lb carrer?

As long as the vehicle frame has the strength and appropriate dimensions you can install a 500-lb-rated frame-mount hitch like Curt # C13701 to handle your chair and carrier.
This 2-inch hitch has a 500-lb TW capacity and it's adjustable brackets mean it can fit vehicles whose frame widths range from 18- to 51-inches. This is a bolt-on hitch.
