Troubleshooting 4-Way Flat Factory Connector Only Testing for Power on Turn Signals

99 f250 SD , can only get turn signals to flash ground on a power probe test light.factory 4 prong conector

Since you have a factory tow package wiring, I recommend checking the tow package fuses to be sure none of the fuses are blown.
If the fuses are fine, next you will want to check the wiring behind the bumper for any damage. There may be a short from a cut or pinched wire that is causing problems with the 4-Way connector.
Next you can test the functions of the 4-Way with the tester grounded on the ground pin of the connector. Using the 4-Way connector's ground will ensure that the connector's ground is good. I have attached a video showing the testing of a 4-Way connector with the # PTW2993 circuit tester grounded on the connector for you.
If you see any corrosion on the connector, you can try cleaning off the corrosion and testing the functions again. If there is not corrosion, the fuses are working properly, and there is no damage to the wiring, you will want to take the truck to your local Ford dealer to have the wiring checked out.
