Troubleshooting the Reese Pilot Brake Controller When Brakes Always Hot
Question:
I wired up the controller to my 2004 Chevy Silverado HD. When the trailor is hooked up what ever Number I adjust the controller to the brakes stay at that number. In other words if it is set the controller at 5 the truck is hauling the trailor with #5 breaks engaged. Whether my foot is on the brake or not.

Good news, I can help you troubleshoot your brake controller. It sounds like it could be a wiring issue, the red wire from the controller is always hot and it should only be hot when the brake pedal is pressed.
First thing I would check is that you have the correct adapter to install your Pilot Brake Controller in your 2004 Silverado. You would need wiring adapter part # 3015-P. You will need to cut off the black plug, wire the harness to your controller color for color, and plug into the port in the junction box behind the emergency brake pedal.
I have linked a install video on a similar controller and vehicle, but the process would be similar. You will have to join the wires of the harness to the controller, the video provides a clear picture of where the junction box is located and which port to plug the connector into.
If this doesn't solve your problem, please send me a little more information about how your brake controller is installed so we can do further troubleshooting.
I have also linked the specific Help Article for your generation of Chevy for your convenience.
