Kayak Carrier Recommendation for Carrying 2 Kayaks on a Truck Roof

Can this rack be used on the roof of a F250 Ford truck for 2 Kayaks?

For a roof mounted kayak carrier there are options that would work well, but the Rola Cargo Basket part # TH859XT that you referenced would not be the best option.
You would want to use a kayak carrier like the Thule Stacker part # TH830 which can carry up to 2 kayaks.
You will need a roof rack on the roof of your truck first though. Since you didn't mention the year of your Ford F-250 I can't give you the specific parts you would need, but I did attach a link to a page that will allow you to enter the year/make/model of your vehicle to see all the roof rack options we have.
