DOES THE APP FOR THE RA7710 USE YOUR PHONE DATA ? AND IF SO HOW MUCH DATA DOES IT USE ?

The Rampage Wireless Backup Camera # RA7710 will not use any phone data because it is only communicating with the phone. That is why it works even when you are somewhere with no cell coverage. I have linked a video review for you.
