It sounds as if you're attempting to install an aftermarket brake controller on a vehicle that's equipped with the factory brake controller, correct?

If that's the case, it sounds like you've done everything correctly, but you'll need to run a new output wire from the controller to the 7-way connector at the rear bumper to bypass the existing output circuit from the factory controller.

You'd cut the blue wire on your brake controller wiring harness and graft on a length of 10 gauge wire long enough to go through the firewall and under the vehicle back to the rear bumper. We offer 10 gauge wire as part # 10-1-1, which is sold by the foot. At the rear bumper, locate the blue wire in the wiring harness that feeds the trailer connector and sever it several inches before it reaches the connector. Connect the wire you ran from the front of the vehicle to the blue wire that connects to the trailer connector.

I've linked you to an FAQ article that explains this fully.
