Can I use this on the spare tire on the rear of my trailer RV. A typical 4 rear bumper with aspare tire on a Outback Sydney?

The Thule Spare Me 2 Bike Carrier, # TH963PRO, is not designed for use on the back of trailers. The reason is that the bike rack is subjected to more jarring and rattling on the back of a trailer spare, which would put more stress on the bike rack then what it was designed for.

If you have a 4 inch to 4-1/2 inch square, continuous weld bumper on your RV you could use the Swagman RV Bumper 2 Bike Rack, # S80501. It will not work on aluminum or spot welded bumpers. This bike rack is designed to fit around the spare tire. Check weight capacity of bumper with owners manual or with the RV dealer.

The bike rack has 12 inches of clearance from the bumper to the upright bars of the bike rack. It holds two bikes and has a maximum capacity of 70 lbs.

Another choice would be to use the Curt RV Bumper Hitch, # E-100. It bolts to a 4 inch square channel bumper and gives you a 2 inch receiver. It has a tongue weight of 350 lbs. You can then use a hitch bike rack with enough clearance to work with the spare tire.

The Swagman Hitch Bike Rack, # S63360, is a two bike carrier and has a maximum capacity of 100 lbs. It has a distance of 9-1/4 inches from the center of the hitch pin hole on the hitch to the upright bar on the bike rack.
