Does a Thule Lock Cylinder have to be Unlocked to Remove it from a Carrier

I need to remove a locked cylinder lock...

In order to remove a Thule lock cylinder it will have to first be unlocked. If you do not have the key then you will first need a replacement key.
There should be a number on the face of the lock cylinder like N011. It will be a 4-character code. The replacement key for N011 would be # THKEYN011.
Once the cylinder is unlocked you would then use the change key # 853-1251 to remove the lock cylinder.
