To determine if you will have enough clearance for an ST175/80R13 tire size on your Floe trailer you will need to check the space around the tire installation point. An ST175/80R13 tire measures just under 7-inches wide x just over 24-inches in diameter. Since there is 6-inches from the hub face to the frame mounting bracket on the Timbren kit this tire will fit. You'll also need to account for the normal deflection of the Timbren rubber suspension, which is typically up to 1-3/4-inches as shown in the linked image.

Timbren axle-less suspension systems like their # ASR3500S06 with 4-inch lift and their # ASR3500S05 which has straight spindles are general-purpose items that can be installed on a wide range of trailer types. For the most ground clearance kit # ASR3500S06 is the better choice.
These axle-less systems mount directly to the trailer frame; they can be bolted or welded into place.
Since they do not include hubs you'll need to add either 5-on-4-1/2 idler hub # 84545UC1-EZ or 6-on-5-1/2 hub/drum # 84656UC3-EZ.
