Should Trailer Running Light Circuit Run to Both Taillight Assemblies on a Trailer
Question:
Should brown wire lead coming from car and running to new right tail light also be spliced to the brown wire coming from the new left tail light?

Most likely yes. The brown wire coming from the vehicle should be the running light circuit like you mentioned and the running light circuit of your trailer will most likely be a brown wire that also runs to the taillight housing on the trailer.
The brown wire will need to go to both sides of the trailer's taillights to carry this circuit to both lights.
