Can I install part #RP30156 into a 2015 F350 without the 5th wheel package?

The Reese Elite Series Underbed Rail Adapter # RP30156 that you referenced will fit Ford trucks that have the factory-installed 5th-wheel towing prep package. For a truck like your 2015 F-350 without the prep package you can use either an above-bed or below-bed custom install kit or an above-bed universal-fit kit # RP30035.
Universal-fit install kits cost less but they do require more drilling and a longer overall installation time than the custom kits. For this reason I suggest you go for a custom kit like # RP30126 that will work with a Reese Elite Series 5th wheel hitch.
For a 5th wheel wiring harness you can use # C56000.
