Starting with the brakes if the pads on the shoes are cracked or if the wear indicators are showing then they should be replaced. If there are no wear indicators and you notice weak braking with the brakes adjusted out then they would need to be replaced.

For magnets if you can see the copper windings coming through the magnets will need to be replaced.

For the drums look for any discoloration, scoring, cuts, scrapes, gashes, and things like that. If present then the drums should be replaced. A shop that works on brakes could tell you if the drum can be machined or not. But if it is discolored at all then replace it because that affects the ability of the magnet to stick to the drum.

For the bearings and spindle if the bearings are discolored (dark) or missing any rollers they should be replaced. If the spindle has discoloration, scoring, etc., then I recommend replacing the axle. I have included a few links that should also help.
