Most vehicles do not have a power steering cooler but if your 2003 Chrysler Town and Country came with a factory tow package it could have one. Depending on how it broke you would not necessarily have to replace it. But if it is integrated into the pump or bellows and cannot be bypassed then you would need to replace it.
If you tow with the van then I do recommend replacing the cooler with an aftermarket one such as # D12213. It will help cool the fluid down from the added stress of towing.
