The app needed for your phone for the Rampage Wireless camera # RA7710 is totally free. You would not need to be in a WIFI hotspot or use any network data for this camera to operate either.

The camera transmits it's own WIFI signal so you wouldn't need to be in a hotspot or even have network service.
