There is a clip around the base of the window crank on your 2002 Dodge Dakota that needs to get removed. There are special tools that can be used to remove it, or you can use a thin screwdriver.

One way that works pretty easy is to take a rag and place it between the handle and the door trim. Rotate the rag around the handle and it should grab the clip and remove it.
