can the second axle brake be grounded to the same grounding stud as the first axle

Yes, as long as the grounding point you use for the brake assemblies is a clean metal surface (the trailer frame) you could use the same grounding point for both brake assemblies on one side of the trailer.
However, your best option would be to run the brake assembly grounds back to the main ground of the trailer.
