This sounds like the red stop light wire on the brake controller needs to be connected in a different place on the brake switch. Using a circuit tester, like # PTW2993, find the wire that carries a signal ONLY when the brake pedal is pressed. It should not have a signal at any other time. If it does have a signal at any other time, it is not the correct wire.
Once you have found the wire that carries a signal only when the brake pedal is pressed, attach it to the red wire on the brake controller.
