What is the safe operating temperature of the air inside the tire while on highway travel?

Trailer tires are designed to withstand extreme temperatures so they can be used in any climate so a safe temperature for the air inside the tire is not given. The main concern is going to be making sure that the tire is always inflated to the maximum psi rating as indicated on the tire. Trailer tires are built with a thicker side wall to handle more vertical load and if under inflated, the lower pressure will cause excessive heat build up and cause the tire to fail.
