Question:
Why would the 5th wheel go up and not down?

If the motor is not running when you are trying to retract the landing gear then there is likely a problem with the switch and it will have to be replaced. We might have the switch but I would need to know the model landing gear you have on your trailer.
If the motor is running and it will not go down then there is likely a problem with the gear box, gears in the legs, or a problem with the screw and/or nut inside the jack legs that is not letting it go down. Motors and gear boxes can be replaced but if the issue is one of the legs then you would have to replace the whole leg.
