First, if you have a plastic bed liner in your 2005 Chevy Silverado it will have to be removed or trimmed in the footprint of the hitch # 9480 in order for it to fit properly. The plastic strips on the bottom of the hitch need to be positioned so that they are in the lower parts of the corrugations to prevent the hitch from rotating in the truck bed so they can't be on the tops.

The shank adapter for B&W Turnover Ball hitches has 2 holes in it because there are a couple of different configurations for the B&W hitches. If using the lowest hole the hitch would sit up too high on some trucks so you would use the higher one.

If you put the square shank in the hole and lock it into place (just the shank and not the whole hitch) and it has excessive up and down movement then that could indicate a problem with the hitch. If it doesn't move or there is only a tiny bit of movement then make sure the shank is tightened down to the center of the Bulldog hitch according to its instructions.
