Parts Needed and Procedure for Flat Towing a 2015 Jeep Wrangler Unlimited

I used to tow a 2001 wrangler and had to have key in on position to allow wheel to not lock when turned to far. I now have new 2015 and in the manual there is no mention on having the key in the on position. Is this still necessary?

In the owners manual of any vehicle the recommended procedure for flat towing should be listed under the recreational towing section.
I found your owners manual online and didn't see anything regarding the key position when flat towing so that would indicate that the steering wheel must not be locked when you follow the steps required. Here is what Jeep requires for your vehicle:
Automatic transmission in PARK
Manual transmission in gear
(NOT in NEUTRAL [N])
Transfer case in NEUTRAL (N)
Tow in forward direction
The correct base plate kit you would need for your 2015 Jeep Wrangler Unlimited is the Roadmaster Base Plate kit part # RM-521448-4 that you referenced.
In addition to the base plates, you will also need a compatible tow bar, safety cables, lighting, and supplemental braking to flat tow your vehicle. The most popular compatible tow bar is the Falcon 2, # RM-520. For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground.
For lighting you can use the bulb and socket kit, # RM-155, and not have to worry about cutting and splicing into the vehicle wiring.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Blue Ox Patriot # BLU37TR, that applies the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
