I've linked you to a video showing the set-up procedure for the # PS49582 Pro Series Weight Distribution system. If you begin by setting the height of the trailer ball so it's about 3/4 to 1 inch high, and use all 7 washers, you should be pretty close to the right angle.
Once the system's fully set up, you'll want to use at least 5 of the chain links as shown in the video. Once you lower the jack to put the tension back on the system, your spring bars should be pretty close to parallel to the trailer frame. Each washer you remove from the head will raise the chain end of the spring bar by approximately 1-1/2 inches.
