Brake Controller Sends Power on Red Wire when Using the Manual Override  

Question:

when i use the manual switch on the controller, i am getting 12 volts on the red wire. Is that right? Because when brake is pressed you would be getting 12 volts also. That would cause wires to get hot. Checking this with no trailer hooked up. It is a proportional

Some brake controllers like yours have a feature that, when you use the manual override, it sends power along that red wire to the brake switch to light up the vehicle brake lights. This is actually required by law in some states such as California.
