Will the Thule Roll Model kayak carrier fit a 2015 Subaru Outback with a factory roof rack?

The Thule # TH896 Dock Glide will fit on round, square or elliptical crossbars up to 3-5/8 inches wide by 1-1/4 inches tall. If your Outback's crossbars meet that parameter, they'll work great for you. The kit includes the straps and tie downs.
I'd also recommend the etrailer Tie-Down kit, part # e36ZR. This has soft foam anchors that can be shut into the hood and rear hatch, and will provide a tie-off spot for the tie downs without scratching the vehicle. I've linked you to a video showing how they work.
