Can a Trailer be Backed Up Using a Friction Anti-Sway Bar

Do you need to just release the friction sway bars or remove them for backing up?

If you are backing up in a straight line or just very slight angles then you would not have to disengage a friction anti-sway bar such as # 83660. But in most cases you would want to disengage/remove the bar to avoid damage to the unit and to the trailer frame. I have linked a video showing an installation for you.
