Why Do Trailer Suspension Hangers Have Holes in the Top if they have to be Welded On

then why are the hangers manufactured with the two holes where they meet the frame

The holes in the top of a trailer suspension hanger, such as # 115917, are there if the installer wants to do a button weld instead of welding around the outside of the hanger. Button welds are difficult to do just right but they would fill up the hole(s) with the welded metal to secure the hanger to the surface.
