There are numerous rear mount bike carriers that will fit your 2013 Buick Encore. I have included a link to everything that fits for you.
If you are looking for an good economical rack I recommend the Thule Passage 2, # TH910XT, for 2 bikes or # TH911XT for 3 bikes.
The Thule OutWay Series, # TH45JV for 2 bikes or # TH56BV for 3 bikes, are the best of the best. They use just 2 rubber coated straps instead of 6 nylon straps to secure to the vehicle which results in the easiest rear mounted carrier I have ever used.
The OutWay carriers are also 2 of a very limited number of carriers that actually have locking features. It allows me to lock the rack and the bikes to deter theft. I have linked videos on the Passage and OutWay carriers for you.
If you will be carrying any bikes that do not have a top frame bar that goes straight across (like a typical men's bike would) then I recommend using bike adapter bar # 64005. This will allow you to carry those bikes more level and will provide better ground clearance. I have to use these adapters and without them my wife's bike would be at a severe angle and I would not be able to load my son's bike at all. I have linked a video showing how the adapter works.
