Recommended Hitch Bike Platform Carrier for a 2015 Town and Country Touring Edition Van

2015 Chrysler Town and County van. Touring edition w/ stow-n-go rear seats. Im considering the Hollywood #HR1400 or the Swagman XTC-4 platform rack. We have 3 womens bikes, so do I need frame adapter cross bars to hold each one properly?

You won't need a bike frame adapter because the clamps and wheel loops will secure your bikes to the bike carrier.
For your 2015 Chrysler Town and Country Van Touring Edition, I recommend the Swagman XTC4 # S64665 because it weighs 59 pounds. The weight capacity is 35 pounds per bike. It will also include a cable and hitch lock combination to secure your rack to the receiver and bikes to the rack.
The Hollywood Sport Rider SE 4-bike platform rack # HR1400Z is a fine bike rack too. It really comes down to what you prefer the most. You can utilize this rack as a 2-bike or 4-bike carrier and will have a weight capacity of 50 pounds per bike. The rack weighs 45 pounds as a 2-bike rack or 74 pounds as a 4-bike rack.
As a side note, I did some research on the tongue weight of your vehicle and it's between 300-360 pounds. I would double-check your owners manual and be mindful not to exceed that amount. For example: If your maximum tongue weight is 300 pounds, you subtract the weight of the bike carrier of let's say 74 pounds and all your bikes you will be carrying (max of 180) = 254 pounds.
