Based on the measurement you gave for the distance from the center of the hitch pin hole to the back of the spare tire, I recommend the Thule EasyFold XT Bike Rack, part # TH903202. This bike carrier measures 14 inches from the center of the hitch pin hole to the closest part of the rack which will give you the clearance you need. This carrier has the capacity to hold 2 E-bikes that weigh up to 65 lbs each. This carrier has built-in locks that lock the carrier to the receiver and also secure the bikes to the carrier. I have attached a video for this bike carrier you can check out.
I have also attached a helpful article that you can take a look at that explains how to choose a bike rack that will clear your spare tire.
If you decide to measure again and find that the measurement to the back of your spare from the center of the hitch pin is less than 12-1/2 inches, you may want to take a look at the Saris SuperClamp EX2 Bike Platform Rack, part # SA4025F. This bike carrier has a measurement of 12 inches from the center of the hitch pin hole to the closest wheel tray carrier.
If you are planning on carrying bikes with alternative frames like kids bikes or women's bikes I recommend using an adapter bar like part # 64005. This attaches between the seat post and the handlebar stem provides a level attach point for the carriers. I have attached a product review video for this adapter bar.
